Succession as a sub-system of human resources management has an impact on organizational learning, increasing employees’ job satisfaction, turnover rate and financial performance of the organization. All companies of any kind deal with the category of succession, and Kashan Water and Sewage Company is no exception to this rule. Thus the purpose this research was the design and explanation of model of succession management system in Kashan Water and Sewage Company. The type of research was applied in terms of purpose and qualitative-quantitative in terms of measurement. This research was conducted in several phases, the first & two phases were qualitative and the subsequent phases were quantitative. The first phase included the identification of competences from university scientific sources as well as Water and Sewage Company sources, eighty competences were identified in this phase. In second phase, the identified indicators were evaluated by the managers and elites of the Water and Sewage Company, and by using the Delphi research method, with 33 competency indicators, the competence model of the managers of the Water and Sewage Company was designed, which includes individual, managerial and job. In the third phase, based on 40 managerial positions, the identified competencies were polled for prioritization, and by using the TOPSIS multi-criteria technique, prioritization was done based on different positions. Also, the general situation of the Kashan Abfai Company based on individual and managerial competencies shows that the Kashan Abfai Company has the highest score in the competencies of belonging & organizational loyalty, moral intelligence and work commitment, and the lowest in the competency of succession & people management, performance management and project management.
