Today's cities are considered as one of the greatest achievements of human culture and civilization in the present era. Looking at the category of urban management from a justice-oriented perspective is one of the most fundamental pillars of urban governance. Based on this, the present research aims at urban management strategies based on justice in the municipalities of Isfahan With emphasis on the city of Kashan province. The current research is practical in terms of its purpose; It is of a mixed type (qualitative-quantitative) and in terms of a descriptive method with a three-step Delphi approach. The statistical population of the research in Delphi and TOPSIS algorithm is 10 urban management experts of Isfahan province. The main tool of data collection was a questionnaire which was extracted based on research literature and analyzed with Delphi method and TOPSIS algorithm. The research findings showed that the sub-indices of decentralization of the central government, equal distribution of opportunities, transparency of contracts, creation of knowledge-based organizations and integrated planning gained the most influential components and the first ranks of the research. Democratic organization, spatial justice of the city and urban development, implementation of municipal obligations to citizens, reform of organizational structure and environmental quality are the factors that have the least impact on justice-based urban management strategies.Based on the obtained results, it can be said that in order to develop justice-oriented urban management, adopting strategies such as decentralization of the central government, equal distribution of opportunities, transparency of contracts, creation of knowledge-based organizations and integrated planning can be useful.
